Founded in 1969 by Dr. Paul A. Kohlhepp, Baltimore Washington Eye Center is the region’s premier eye care facility. Our extensively trained, professional staff specializes in a full range of ophthalmology procedures and has achieved an outstanding record of success. Through a combination of medical expertise, a patient-centered approach to customer service, and personalized attention, we make our patients’ goals a reality. Now under the medical direction of Dr. Arturo E. Betancourt, we can state with confidence that Baltimore Washington Eye Center is now the most comprehensive eye care center in the area. Our Center – similar to the nationally renowned John Hopkins and University of Maryland institutes – offers a full range of eye care services for adults and children, including general ophthalmology; cataract evaluation and surgery; laser vision correction; glaucoma diagnosis and treatment; oculoplastic surgery; eyelid surgery; diabetic retinopathy; macular degeneration; low vision rehabilitation; a full service optical center; and, a nationally accredited, fully equipped, state-of-the-art, on-site ambulatory surgery center. Our surgical center, located between Baltimore and Washington, D.C., offers the latest amenities and modern technology, allowing us to perform all of our procedures safely and effectively.
Dr. Betancourt and the professional staff of Baltimore Washington Eye Center invite you to visit our offices during normal business hours Monday through Friday. Evening and Saturday appointments are also available. We have two locations. Our primary location is in the Empire Medical Building at 200 Hospital Drive, Suite 600 in Glen Burnie, Maryland (across the street from Baltimore Washington Medical Center), near Interstate 97 and Route 100. For the convenience of our Howard County patients we also have a full-service location in the Riverhill Professional Center in Clarksville, near the intersection of Routes 32 and 108.
Our Office Hours
Clarksville-Our Clarksville office is open Wednesday and Friday between the hours of 9:00 am and 5:00 pm and Tuesday between the hours of 11:00am and 7:00 pm. We also offer early evening appointments on Tuesdays until 7:00pm. Saturday hours are usually available once each month; please call for our schedule. Glen Burnie-Glen Burnie office is open Monday through Friday between the hours of 7:30 am and 5:00 pm. We also offer early evening appointments on Tuesdays and Thursdays until 7:00 pm. Optical Department Hours
Clarksville - Our optical department is open Tuesday 10:00am - 6:00pm, Wednesday 8:30am-4:30pm, and Friday 8:30am-4:30pm. Saturday - call for schedule as we are usually open one Saturday per month.
Glen Burnie- Our optical department is open Monday [and Thursday] 8:00am-5:30pm, Tuesday and Thursday 8:00am-6:00pm, and Wednesday and Friday 8:00am-4:30pm. Saturday - call for schedule as we are usually open two Saturdays per month from 9:00am-12:noon.
About Your First Visit
We strive to provide you and your family with the best possible patient experience. Please arrive at the office a few minutes early so that our staff can meet you and properly gather all necessary information. In advance, you may print out and complete the new patient packet located in the Patient Forms section of this website.
About Insurance

However, it is very important that you understand your specific insurance policy and adhere to any requirements such as obtaining a referral prior to your appointment. Please call your insurance company for any questions about your policy.
Cancellations
Should you need to reschedule your appointment, we would ask for 24 hours notice.
Emergency Care
During business hours, patients should call any of our office locations to speak with a staff member. After business hours, our answering service is available to route your call to a member of our on-call patient care team. Please note, any patient with a medical emergency is advised to dial 911 to receive emergency medical care.
